Establish a standard operating procedure(SOP) for use by using unit personnel that has beencoordinated with the LRPO and RCO.e. Suspend use of tester if no qualified LRPO orALRPO is available. Assign the tester operator tomaintain and wipe test the tester in accordance with theTM, until trained LRPOs are available. LRPO to pertormleak tests, radiation surveys to ensure the tester is usedonly by trained personnel, and to prepare and submitnecessary reports in accordance with Army and Federalregulations.f. Notify the Commander, TACOM, of anyradiation safety defects or hazards associated with thetester, and other actions that do not comply with Title 10,Code of Federal Regulations, Part 21.g. Requisition the tester from the NICP itemmanager in accordance with AR 385-11.h. Obtain prior approval from both the RCO andthe NICP when transferring the tester from one unit toanother, even within the same command, and whenrequesting disposal instructions. Units in OCONUS shallalso obtain prior approval from their Radiological ControlOffice and the NICP, when transferring the testerbetween units.i. Notify the RCO, in writing, of any changes inLRPO and ALRPO assignments or tester operatorassignments (if the using unit is without an LRPO andALRPO).4-10. LOCAL RADIATION OFFICER (LRPO).Areas ofresponsibility are:a. Advise the unit commander on all radiationmatters and ensure that all testers under thecommander’s jurisdiction are properly used and stored.b. Instruct personnel in subjects relating to safework practices, emergency procedures, the harmfuleffects of radiation overexposure, and other requiredtopics in accordance with Title 10 CFR Parts 19 and 29CFR 1910.c. Write and update the SOP for the unitsradiation protection program. The SOP shall includeprocedures covering the tester.d. Report any radiation incident, accident or theftimmediately to Commander, TACOM, ATTN: AMSTA-CZ, by the most expeditious methods available; i.e.,telephone and teletype. Then, make the same reportthrough channels, to the Surgeon General. Thefts willalso be reported by the Commander, TACOM, ATTN:AMSTA-CZ, to the NRC. NRC Regional office telephonenumbers are provided in NRC Form 3 which is part of AR385-1 1. Information copies of reports shall be providedto all intermediate headquarters.e. Perform radiation leak tests in accordancewith the procedure provided in paragraph 4-27.Leak test results shall include the LRPOs name andtelephone number, and the tester serial number.f. Upon receipt of the tester, conduct the initialradiation survey of the storage area and surroundings.Make certain that a copy of the NRC license and otherdocuments required by 4-19.a are appropriately postedat the outside entrance to the storage enclosure. A copyof the initial radiation survey shall be sent to theCommander, TACOM, ATTN: AMSTA-CZ. Periodicsurveys conducted on at least a quarterly basis shall berecorded locally. Whenever a change in storageconditions occur, a copy of the survey shall be sent tothe Commander, TACOM, ATTN: AMSTA-CZ.g. Ensure correct shipment of radioactive items,both to and from the unit.
