Coordinate with the TACOM Safety Office(AMSTA-CZ), before release of testers from themanufacturer repair facility or Sharpe Army Depot orbefore transferring testers among using units.4-7. COMMANDER OF MAJOR COMMAND.Areasof responsibility are:a. Ensure compliance with applicable regulationsand Section IV of this manual.b. Establish at least one RMCP at the commandlevel in accordance with AR 385-11.c. Appoint a Radiological Control Officer (RCO)for each RMCP. Ensure that the RCO is well informedconcerning applicable regulations and Section IV of thismanual (see Appendix A).d. Ensure that each installation and activity thatuses the tester has an effective radiation protectionprogram.e. Ensure the implementation of Title 10, Codeof Federal Regulations (CFR), Parts 19, 20, and 21.4-8. RADIATION CONTROL OFFICER (RCO).Areas of responsibility are:a. Review and approve the qualifications of theLocal Radiation Protection Officer (LRPO) and theAlternate Local Radiation Protection Officer (ALRPO).Forward LRPOs, and ALRPOs or tester operator (fortester assigned units without LRPOs and ALRPOs),certificates and appointing orders, for approval, to theCommander, TACOM, ATTN: AMSTA-CZ. Alsosemiannually (April and November) provide the TACOMSafety Office (AMSTACZ) a listing of LRPOs, ALRPOsor operators (for tester assigned units without LRPOsand ALRPOs) for each tester using unit.b. When a qualified LRPO orALRPO, one or theother (assigned to the using unit or covering for the usingunit), cannot be on-site within a four hour response time,the RCO shall suspend use of the tester until a qualifiedoperator and LRPO or ALRPO are available. Anychanges to LRPOs and ALRPOs or tester operator (forusing units without LRPOs and ALRPOs) shall also beprovided to fester until aqualified operator and LRPO or ALRPO are available.Any changes to LRPOs and ALRPOs or fester operator(for using units without LRPOs and ALRPOs) shall alsobe provided to AMSTA-CZ, TACOM.c. Maintain records in accordance with AR 385-11.d. Ensure that the tester is properly handled, asspecified in the operator’s manual, applicable regulationsand Section IV of this manual. Periodically inspect andaudit the records of installation and activities that havethe tester.e. Ensure that radiation incident reports aresubmitted by electrical means to the Commander,TACOM, ATTN: AMSTA-CZ, not later than 24 hoursafter the incident has occurred.4-9. USING UNIT COMMANDER (UC).Areas ofresponsibility are:a. Supervise implementation of the localradiation safety program in accordance with Federal andArmy regulations.b. Ensure compliance with appropriateinstructions, regulations and Section IV of this manual.c. In writing, designate the LRPO and ALRPO.Forward a copy of the appointing orders and thecertificates of training. The LRPO/ALRPO shall becommissioned officers, non-commissioned officers, orcivilians who have completed one or more of thefollowing courses.(1) Radiological Safety Course 7K-F3, US ArmyChemical School.(2) A training program approved by the RCO andthe TACOM Safety Office,ATTN: AMSTA-CZ. Aminimum of 40 hours.(3) USAREUR Local Radiation ProtectionOfficers Course. A minimum of 40 hours.(4) Army National Guard Radiation ProtectionOfficers Course. A minimum of 40 hours.(5) Operational Radiation Safety Course 4J-F2,US Army Chemical School.(6) Combination of the Calibrator CustodianCourse and 51G Course (Material Quality4-2
