INSTRUCTIONSa. These instructions contain supplementalinformation for Army users and are Army orientedinstructions to assist in managing and expeditingmaintenance repair parts supply, technical assistance,and user problems.b. Weapons System Designator Code forrequisitioning is 3M.5-2. GENERALa. The Density and Moisture Tester is aCommercial Construction Equipment (CCE) type used tomeasure the density and moisture content of soils,soilstone aggregates, and also the density of hot asphaltwhile the mix is being compacted.b. Operation of the tester will be only bypersonnel who have successfully completed anOperators Training Course as defined in Section IV.Using units and operators shall not operate testerswithout an assigned qualified LRPO. Operator’s will besupervised by a Local Radiation Protection Officer(LRPO) who has successfully completed the trainingrequirements as stated in Para 4-9.c. Radiation ControlOfficers of Major Commands will monitor the LRPO’s oroperators (in the case of a using unit without qualifiedLRPO or ALRPO). The TACOM Safety Office will insurecompliance with the Nuclear Regulatory Commission(NRC) license by monitoring reports of inventory, leaktests, incident and equipment improvement reports, byutilizing feedback from Logistics Assistance andInspection Teams, and by liaison with RadioactiveMaterial Control Points (For details, see Section IV).5-3. MAINTENANCE CONCEPTa. Organizational maintenance consisting ofexternal cleaning, battery charging and replacement,fuse changing, shutter cleaning/lubricating, will beperformed by the operator. Wipe (leak) tests will beperformed by the LRPO or Operator (in the absence of aqualified LRPO or ALRPO at the using unit).b. TACOM, as required, will issue a TaskOrder/Work Directive/Order for all supplies and servicesfor major repairs to the contractor authorizing necessarywork. TACOM can place a dollar limit on workauthorized. TACOM will furnish users shippinginstructions of designated repair facility. (Users will retainand use the original container, for shipping testers forrepair).c. Contractor will repair or overhaul testers andship them back to users.d. The contractor will bill the government for hislabor, materials, parts and shipping cost.e. TACOM will obtain confirmation from theusing unit that repairs have been accomplished and willauthorize payment of the repair bill.f. The contractor will be responsible for disposingof unserviceable, unrepairable testers upon receipt ofdisposal instructions from NICP at TACOM.5-4.SUPPORT ORGANIZATIONSa. Maintenance None. All maintenance aboveorganization (see Para 5-3.a.) will be obtained byevacuation to the designated contractor’s facility.b. Supply DS units backing up the using units willprocess requests for parts shown on the PLL5-1
